This short (12-page) booklet describes how we can harness the power of systems engineering to bridge the partisan divide and fix our broken political system.

Systems engineering is the process engineers use to develop complex products and systems. For over 80 years, it has helped America lead in science, technology, industry, and business.

Now, it can help us bridge the partisan divide and develop practical, nonpartisan solutions to difficult social, economic, and political problems.

This booklet describes how the SE process can be used to (1) develop and implement nonpartisan solutions for societal problems, (2) bridge the partisan divide, and (3) fix America’s broken political system. It is organized as follows:

Section 1 describes the SE process. The six-step process described here is the same process engineers use to develop complex products, but it has been simplified to address societal problems.

Section 2 summarizes a tax reform proposal developed using the SE process. This example is provided to illustrate the value of SE for addressing societal problems.

Sections 3 through 5 discuss how Congress and the president can use SE to address America’s 12 most serious social, economic, and political problems.

Section 6 describes the four most important actions needed to fix America’s broken political system.

Section 7 discusses how you can use the SE process to improve your life.

Section 8 is the conclusion. It identifies the most important actions Congress and the president must take to implement the SE process.

This booklet provides a short overview of these subjects. The book, Rational Tax Reform, provides more information, including a detailed, easy-to-follow example (tax reform) that illustrates the SE process.
